Fix Go custom tracing tests

Browse Source 
These were supplying CODEQL_EXTRACTOR_GO_BUILD_TRACING=true rather than
CODEQL_EXTRACTOR_GO_BUILD_TRACING=on,
therefore tracing wasn't being tested.
